You can play this game for free; however you'll only get two character slots. You can paid for an account and get a lot of characters' slots that way. You can also buy something from the store (even if it's 50 cents) and you can get character slots that way.
When you download the game though, you need one or two GB of ram to run the game, otherwise it won't let you play.
