Okay, I read more about it. It got passed by the House, but still needs to go through the Senate and Obama (who already said he'll vote no and that will kill it).

Don't forget this still has to go through both the (Democratic controlled) Senate and the President. Obama said he would veto it once it reached his office, but the Senate will very likely not pass it either. As long as it pushes their agenda, the (Republican controlled) House of Representatives will pass anything.
